141 Mr. Currie asked the Tánaiste and Minister for Enterprise, Trade and Employment the plans she has for a change in the law which allows young people to purchase a motor vehicle; and if she will make a statement on the matter. [19883/01]

At present, insurers will offer compulsory motor insurance only to persons who have a provisional or full driving licence. I understand that provisional licences are available only to people of 16 years. Since it is illegal to drive a vehicle without compulsory insurance, persons under the age of 16 will not be insured. Thus, a minor under the age of 16 who has purchased a vehicle may not use it on public roads at any location.
