On 23 October 2001, the European Commission published a proposal for a draft directive of the European Parliament and of the Council (COM(2001)581) establishing a framework for greenhouse gas emissions trading within the European Community and amending Council Directive 96/61/EC. This envisages a Community wide emissions trading scheme from 2005 in preparation for trading under the Kyoto Protocol in 2008.
