Written Answers. - Fishing Development.

56 Mr. Sheehan asked the Minister for the Marine and Natural Resources the steps he is taking to tackle the serious situation confronting the whitefish industry by the action of the European Commissioner, Franz Fischler, in his demand for a reduction in the whitefish catch of 60%; and if he will enlist the aid of the British Government to join in the efforts to combat this measure. Fisheries quotas for 2002 will be the subject of detailed discussions and negotiations at a meeting of the EU Council of Fisheries Ministers on the 17 and 18 December 2001. The scientific advice on the status of many whitefish stocks is of concern at the present time and there is a growing consensus that a variety of tailored actions is needed to rebuild stocks in order that the fisheries concerned can be developed in a sustainable manner for the ultimate benefit of fishermen. The European Commission has proposed average reductions in total allowable catches of 33% across the broad range of whitefish stocks, with cuts of up to 60% in some species.

While I accept that there is serious concern about some stocks, I do not accept the Commission's blunt approach, which in some cases goes beyond the scientific advice. The Commission must take account of the needs of fishermen as well as the fish stocks. In the context of the upcoming quota discussions, I will be approaching the issue with the aim of striking the appropriate balance between the conservation imperative and ensuring viable economic opportunities to protect the livelihoods of the fishermen concerned.

I have already consulted the representatives of our fishermen in relation to the Commission's proposals. I met with the UK Fisheries Minister, in London, and Minister Bríd Rodgers this week on matters of mutual concern in relation to fisheries quotas. I will also meet with the Belgian Fisheries Minister, who holds the EU Presidency, in Brussels this week to outline Ireland's position in relation to the Commission's proposals. In addition, I will be having a bilateral meeting with Commissioner Fischler on Ireland's priority concerns at the Fisheries Council next Monday.
