Jimmy Deenihan

Ceist:

160 Mr. Deenihan asked the Minister for Agriculture, Food and Rural Development when a suckler cow grant and a headage grant payment will be made to a person (details supplied) in County Kerry; and if he will make a statement on the matter. [4158/02]

The person named applied for premium for 15 animals under the 2001 suckler cow premium scheme. In processing the application for payment it was found that a number of animals required further checks regarding details recorded on the CMMS. These matters have now been resolved except for animal tag number HWA518784. According to CMMS records this animal was slaughtered on 27 August 2001 under a County Cork herdnumber. As there is no record of the animal having been moved off the holding of the person named the matter is being queried further. The district livestock office of my Department has contacted the applicant and the application will be dealt with further on receipt of his reply.

The person named added a new plot of land to his 2001 area aid application. This plot is now being entered on the Department's electronic database. When the area aid application has been fully processed and found in order payment due under the 2001 area-based compensatory allowance scheme will issue.

Billy Timmins

161 Mr. Timmins asked the Minister for Agriculture, Food and Rural Development the position regarding a person (details supplied) in County Wicklow; the reason there was a delay with this payment; if there is compensation available due to the hardship caused in this regard; and if he will make a statement on the matter. The person named applied for premium for 40 animals on 29 June under the 2001 suckler cow premium scheme. In processing the application for payment, each tag number is checked against CMMS data to establish compliance. In this case these checks gave rise to a number of queries such as invalid breed, last calving dates and one animal was listed on two applications. The movement details for some animals also required further checking. By 17 January 2002 all queries except one were resolved. According to CMMS records animal tag number 381113530129 was not in the herd of origin and there was no record of the animal being moved into the herd. An 80% advance payment amounting to €6431.88 based on 39 animals issued to the person named at this time. On 11 February 2002 a balance payment of €1819.12 based on 40 animals issued.

Under the protocol on direct payments to farmers, it was agreed with the farming organisations that advance payments under the suckler cow premium scheme would issue to applicants when the six months retention period was completed. The person named completed his retention period on 30 December 2001. There is no provision for compensation in cases such as this.
