283 Mr. Quinn asked the Minister for Tourism, Sport and Recreation the international multilateral agreements under the auspices of his Department which have been signed but not ratified or acceded to by the State; the date and place it was opened for signature in each case; the international organisation through whose machinery the agreement was negotiated; if it is proposed to ratify or accede to the agreement; if so, when; if legislation is required; and if he will make a statement on the matter. The anti-doping convention of the Council of Europe was opened for signature on 16 November 1989 and was signed by Ireland on 25 June 1992. Prior to the ratification of the convention, it is a requirement that a national anti-doping programme be in place. The Irish Sports Council Act, 1999, also included provision for the introduction of Ireland's first national anti-doping programme which has since been launched by the Irish Sports Council based on the principles set out in the convention. Consequently, arrangements are being put in place in co-operation with the Department of Foreign Affairs with a view to early ratification of the convention, a process which does not necessitate legislation.
