On a point of celebration, would it be in order to briefly salute the Irish team and pay tribute to Mick McCarthy—

It would be more appropriate during the Order of Business. We do not want to eat into the time for Taoiseach's Questions.

It would be appropriate at some stage today, in an orderly manner, to pay tribute—

The matter can be raised on the Order of Business.

On a point of order, when a new Dáil meets it is traditional for the Taoiseach to answer questions on the reallocation, renaming and restructuring of Departments. In this case the Taoiseach is refusing to answer such questions. While it is his sole prerogative to make these appointments, I wonder why this change has come about.

I did not know I was refusing to answer any questions. I am sure they will be taken in the appropriate way.
