209 Mr. Allen asked the Minister for the Environment and Local Government the details of the promised ?126.97 million recycling grant proposals for recycling facilities; the method of application and criteria for awarding such grants; when the scheme is due to take effect; when grants will be paid; and if he will make a statement on the matter. The capital grant scheme for waste management infrastructure was launched on 12 March 2002, with a closing date for receipt of the first round of applications on 31 May 2002.

As detailed in the grant literature which issued to applicants, applications for assistance for the provision of waste recovery and recycling facilities are subject to consideration and assessment by my Department with particular reference to the project type, consistency with national and EU policy, compatibility with regional-local waste management plans, adequacy of existing services and infrastructure, quantity and types of materials to be recovered, lead-in-time and deliverability of the project.
My Department has received over 260 applications for assistance. These are currently being examined and I intend to announce the first round of allocations shortly.
