182 Mr. Penrose asked the Minister for Agriculture and Food if various payments due to a person (details supplied) in County Westmeath will be immediately paid to this person; and if he will make a statement on the matter. [21539/02]

The person named participated in the 2001 extensification premium opting for the census system. He was paid his full entitlement under the 2002 area-based compensatory allowance scheme on 23 September 2002 and was paid his full entitlement under the 2002 ewe premium scheme on 16 October 2002.

The person named made two applications in respect of nine animals under the 2002 special beef premium scheme. He has also nine animals deemed eligible under the 2002 slaughter premium scheme and two animals under the 2002 national envelope top-up. The herd was selected for a producer inspection which was carried out in late September. Payment in relation to these schemes will be made as soon as possible on completion of all appropriate checks.

The person named applied on 18 animals under the 2002 suckler cow premium scheme on 10 April 2002. An inspection of his herd was carried out on 24 September 2002. During this inspection it was found that two animals in his herd were not compliant with animal identification and registration requirements, resulting in a reduction penalty which will apply when balancing payments are made in the new year. My Department wrote to the person named on 29 October 2002 advising him of the non-compliance and giving him the opportunity to have this decision reviewed by writing to my Department within 21 days. To date, no request for review has been received. The suckler cow application is now being processed for advance payment.
