Ceist:

221 Mr. Eamon Ryan asked the Minister for Finance if his Department's annual accounts are done on a full accrual accounting system; and if not, if there is a timescale for the implementation of such an accounting method. [21628/02]

The annual accounts of my Department are not produced on a full accrual accounting basis. As required by statute, the appropriation account is produced on a cash accounting basis with elements of accruals accounting attached.

No timescale has been agreed to implement full accrual accounting systems for statutory reporting purposes. However, it is the intention that, under the new management information framework, accrual accounting will be the norm in all Departments and offices for internal management reporting and non-statutory external financial reporting. The management information framework programme is due to be completed by 2005.
