Ceist:

306 Ms Enright asked the Minister for Education and Science the exact role a supervisor has in a secondary school; and if a supervisor with no teaching qualifications is entitled to teach subjects and give and correct homework. [21576/02]

In August 2002, the ASTI reiterated to its members that the directive not to co-operate with supervision arrangements would continue to operate from the new school year pending a consultation and decision-making process with its membership. In the circumstances and in order to keep schools open, my Department has agreed in discussions with the representative management groups to appropriate arrangements being made by schools that would involve non-teaching personnel carrying out supervision duties, as appropriate. My Department advised schools of amended arrangements for the employment and remuneration of these personnel in a circular letter, dated 15 August 2002. Schools were permitted to retain the arrangements that were in place for the 2001-02 school year for an interim period pending the putting in place of the new arrangements.

In accordance with the guidelines issued to secondary schools by the managerial authorities for this interim period, school boards were advised that supervisors could be appointed specifically to supervise pupils on the school premises, in classrooms, and in the school yard in accordance with the school's code of behaviour, a copy of which should be given to each supervisor; the dis cipline structure of the school, to be advised by the principal; the school layout as clarified in an induction tour; health and safety procedures as laid out in the school's safety statement; and school policies on bullying, sexual harassment and smoking policies.
