10 Mr. Durkan asked the Minister for the Environment and Local Government his advice to middle income first time home buyers in County Kildare who currently qualify for the maximum shared ownership loan available in the county given that average house prices are approximately ?60,000 above the maximum loan level; if he proposes initiatives to enable such people obtain a home of their own in the aftermath of the abolition of the new house grants; and if he will make a statement on the matter. Implementation and management of the shared ownership scheme is, in the first instance, a matter for each housing authority concerned. In operating the scheme, local authorities should have regard to local circumstances in determining maximum price limits or any other conditions they believe to be appropriate. These issues are best determined by the individual local authorities. I understand Kildare County Council limits the amount of finance it will advance under the scheme to €130,000, which it advises my Department is sufficient to purchase houses in the county. However, the council is prepared to exceed this limit where an applicant can demonstrate an ability to manage the corresponding increased mortgage and rent commitments involved. It is also open to purchasers to finance by way of an increased deposit from their own resources the cost of buying a house in excess of the council's limit.

Government efforts in recent years to assist low income purchasers have included a number of targeted schemes such as the shared ownership scheme and the affordable housing scheme. I intend to continue to support these schemes and increased output is expected from them in 2003.
