363 Mr. McGuinness asked the Minister for Transport the steps he intends to take to expedite the completion of the Kilkenny city ring road; and if he will remove the bureaucratic log-jam in this matter. [25466/02]

The construction of the N77 Kilkenny City ring road is a matter for the National Roads Authority in conjunction with Kilkenny County Council.

An EIS for the new permanent way of the Dublin-Kilkenny railway line is necessary as part of the N77 Kilkenny ring road extension. Under the Transport (Railway Infrastructure) Act 2001, a railway works order, including an EIS is required in respect of the new permanent way. The EIS is now complete and it is expected that the railway works order will be submitted to me for approval in early 2003. I understand from the NRA that work on the N77 Kilkenny City ring road project is progressing.
