I move:
That the proposal that Dáil Éireann approve the exercise by the State of the option of discretion provided by Article 1.11 of the Treaty of Amsterdam to take part in the adoption of a proposal for an EU Council Framework Decision on the Protection of the Environment through Criminal Law, a copy of which was laid before Dáil Éireann on 5th December, 2002, be referred to the Joint Committee on the Environment and Local Government in accordance with paragraph (1)(a)(iii) of the Orders of Reference of that Committee, which, not later than 18th December, 2002, shall send a message to the Dáil in the manner prescribed in Standing Order 85, and Standing Order 84(2) shall accordingly apply.
