Written Answers - Schools Building Projects.

Ceist:

163 Mr. Durkan asked the Minister for Education and Science if he will evaluate the needs at Coláiste Cois Life, Lucan, County Dublin, as a matter of urgency with a view to advancing the building programme through the various stages in the near future with the objective of meeting the school's requirements before the end of 2003; and if he will make a statement on the matter. There is a project to provide a new school for Coláiste Cois Life, Lucan, County Dublin. The design team for the project is working on the stage 4-5 submission – detailed design-bills of quantities. However, in view of the scale of the 2003 schools building programme as now published, and available on my Department's website at www.education.ie, and having regard to the level of financial commitments to be met from projects already in construction, I do not envisage that my Department will be in a position to authorise any additional large-scale projects to proceed to construction in 2003, other than those listed in section 4 of the programme. This project will be considered in the context of the 2004 building programme.

164 Mr. Durkan asked the Minister for Education and Science if he will evaluate the needs at Scoil Clochar Naofa, Kilcock, County Kildare, as a matter of urgency with a view to advancing the building programme through the various stages in the near future with the objective of meeting the school's requirements before the end of 2003. [6070/03]

The 2003 schools building programme has now been published and full details in relation to individual projects are available on my Department's website at www.education.ie.

On the basis of the budgetary allocation it was not possible to include any further projects in 2003. The budgetary allocation for 2004 and subsequent years will determine the rate of progress on projects that could not be included in this year's programme.

165 Mr. Durkan asked the Minister for Education and Science if, in the case of Maynooth post-primary school, Maynooth, County Kildare, his attention has been drawn to the fact that planning permission has been long since granted in respect of the proposed improvements, extension and refurbishment; to the projected enrolments in the coming year, and the serious deficiency in respect of permanent accommodation arising from this; his plans to respond in terms of the necessary approval and financial allocation in 2003 with a view to meeting the school's needs as a matter of urgency; and if he will make a statement on the matter. The building project for the proposed extension at Maynooth post-primary school is at an early stage of architectural planning. Projects in this category will not be authorised to proceed beyond their current stage and the matter of further progress will be reviewed in the light of the capital allocation for the 2004 capital programme.

166 Mr. Durkan asked the Minister for Education and Science the position in regard to the request for extra facilities at Scoil Mhuire, Clane, County Kildare; if the improvements to car parking facilities will be provided for out of the 2003 Estimate for his Department; and if he will make a statement on the matter. On the basis of the budgetary allocation and projects deemed to be of a higher priority it was not possible to include further improvements to the car parking facilities at Scoil Mhuire, Clane, County Kildare.

167 Mr. S. Ryan asked the Minister for Education and Science if his attention has been drawn to the fact that on the basis of his Department's correspondence with the board of management of Malahide community school in August 2002, which was similar in text to his letter of 30 September 2002 (details supplied), the board responded positively to his plans and accepted applications from children who applied to the school from the catchment area; and in view of the fact that the school is now in disarray arising from his plans not to proceed with the school building in 2003, the way in which he proposes to deal with the requirements of 45 students who were promised a place in the school in September 2003, many of whom have siblings in the school or have special education needs. In January of this year, for the first time ever, I published the 2003 schools building programme, full details of which are available on my Department's website at www.education.ie.

The proposed new school at Malahide has been classed as a band 1 project in the 2003 programme. It has been placed in section 7 of the programme – section 7 refers to large-scale projects that are at an early stage of architectural planning, pre-planning permission. Due to the current budgetary constraints, these projects will not be progressed beyond their current stage of architectural planning for the time being. This project will be considered for the 2004 school building programme. Officials of my Department have recently written to the school's board of management offering temporary accommodation at the school for September 2003.
