41 Ms B. Moynihan-Cronin asked the Minister for Education and Science the proposed new independent appeals procedure for the allocation of secondary teachers; when it is expected that the new procedure will be operational; and if he will make a statement on the matter. [5833/03]

In accordance with the recommendations of two expert reports, an independent appeals body is being established to consider appeals by second level school management authorities for additional teaching resources where particular problems arise for schools in meeting essential curricular commitments within their normal staffing provision.

The new appeals body will consider appeals with effect from the 2003-4 staffing allocations. Details of the procedures governing appeals have been circulated to all second level school authorities and are available on my Department's website.
