95 Mr. Cowley asked the Minister for Agriculture and Food the Government grants available under the NDP knackery capital grants scheme; the conditions attached to such grants; and the extent to which he has satisfied himself as to the professional competence and fitness of the persons responsible for the daily management of the facility, including the oversight of dead animal collection, in view of the high level of responsibility required in the running of such facility. The capital grant scheme for animal carcass disposal funded by my Department under the national development plan provides for grant aid of 40% of approved eligible costs in southern and eastern regions up to a maximum grant of €50,790 and grant aid of 50% of approved eligible costs in the Border, midland and western regions up to a maximum grant of €63,487.

Under the scheme, which is part of an overall policy of establishing a comprehensive and modern animal collection service in the country, grant aid is available for investments in facilities for the handling and storage of fallen animals. Aid is also available for improvements in wastewater collection and treatment at knackery premises. All projects are subject to a comprehensive assessment and selection process.

All applicants must be licensed in accordance with the European Communities (Knackery) Regulations, 1996 (S.I. No. 396 of 1996). Such knackery licences are only granted when the necessary local authority planning permission has been obtained and the completed unit is inspected and deemed to satisfy all of the requirements of the legislation governing knackery premises.
