Ceist:

163 Mr. Connaughton asked the Minister for Agriculture and Food if farmers who were recently allocated milk quota under the 1984 restructuring scheme, seven million gallons, will be allowed to sell or lease such quota; the restrictions that will be placed on such transactions; and if he will make a statement on the matter. [10256/03]

The balance of the additional quota under Agenda 2000 was allocated under the recent scheme to committed small and medium scale milk producers who satisfied certain criteria set out in public notice No. 94/15.

Any quota allocated under this scheme is for the recipients' own use only while they are involved in milk production. It may not be transferred by way of a land transaction, sale or lease, except in the case of inheritance, it may not be sold under a restructuring or cessation scheme, and it may not be offered for leasing under a scheme for temporary leasing. In the event of the recipient ceasing milk production, the allocation will revert to the national reserve.
