Vol. 566 No. 1

Written Answers. - Private Rented Accommodation.

Ciarán Cuffe

Ceist:

703 Mr. Cuffe asked the Minister for the Environment and Local Government the number of private rental properties and landlords in the county of Dún Laoghaire/Rathdown, the county of Dublin city, and the State in the past year for which figures are available. [11407/03]

The most reliable source of data in relation to the number of private rented dwellings is the housing module contained in the Census of Population conducted by the Central Statistics Office every ten years. The housing data from the 2002 census forms has yet to be analysed and published. The most recent published census data is derived from the 1991 census, which indicated that there were 81,424 private rented dwellings in the State, of which 36,579 were in the Dublin area as a whole, including 5,261 in Dún Laoghaire Rathdown and 27,928 in Dublin city. The census does not provide data in relation to the number of landlords.

Information relating to registration of accommodation and landlords is provided in the quarterly and annual housing statistics bulletins published by my Department, based on returns from local authorities, who have responsibility for maintaining the register. The most recent information is contained in the September quarter 2002 bulletin, which is available in the Oireachtas Library. This indicated that an overall total of 24,983 units nationally were registered with local authorities by 15,787 landlords at 30 September 2002. In the Dublin area as a whole, there were 11,169 units registered by 5,958 landlords, of which there were 1,156 units registered by 827 landlords in Dún Laoghaire-Rathdown and 9,066 units registered by 4,369 landlords in Dublin city.

The Residential Tenancies Bill, which will be published shortly, will provide for a new system of tenancy registration in which landlords will be required to register tenancies with the Private Residential Tenancies Board. Compliance with this requirement will be a condition for access by landlords to the board's dispute resolution service.
