I thank the Minister for his reply. However, I am sure he will agree that it has a considerable impact on farming. It behoves us all to take account of the implications of the nitrates directive, regardless of the shape or form in which it might ultimately appear. There are issues which are important, although they may refer directly to the Minister for the Environment and Local Government. When the nitrates directive is being applied or agreed, we should consider the issues of human health, the aquatic environment and eutrophication where there could be animal health considerations. Even if they belong officially with the Minister for the Environment and Local Government, we should take account of the consequences of what might happen if nitrates are overused or misused even within the nitrates directive.
