93 Ms Lynch asked the Minister for Communications, Marine and Natural Resources his proposals for a levy to fund Internet access for every school child in the country; the areas in which the levy will be raised; the amount expected to be raised; when it will be imposed; when funds will be available for Internet installation; and if he will make a statement on the matter. As the Deputy will be aware, my responsibility lies in developing and implementing public policy that ensures that broadband services are widely available at an affordable price in the Irish market, whether such services are provided for citizens, businesses or schools. With this in mind, my Department has drafted an outline legislative proposal for a telecommunications levy to fund broadband access for schools. The proposal has been circulated to all Departments for their observations. On foot of this consultative process, which is expected to conclude shortly, the Department will develop a more detailed proposal which will address the nature and amount to be raised by such a levy. I intend to consult fully with the industry on the manner and timing of the imposition of this levy. It is my intention to shortly bring this proposal to Government for consideration.

Furthermore, I am aware that my colleague, the Minister for Education and Science has engaged consultants to review the options and cost implications for the delivery of broadband services to primary and secondary schools. I understand that this study will be completed shortly and will conclude with recommendations for broadband connectivity to all schools, an implementation plan, estimated costs and a draft tender document. The results of this study will assist in the development of the telecommunications levy proposals.
