202 Ms Cooper-Flynn asked the Minister for Agriculture and Food if a person (details supplied) in County Mayo can have the penalty on their suckler cow premium lifted. [18432/03]

An application for premium on five animals under the 2002 suckler cow premium scheme was received from the person named on 22 November 2002. Under the terms and conditions of the scheme, the closing date for receipt of application with cattle passports without penalty was 28 June 2002. Correspondence dated 25 November issued to the applicant informing him that no payment would issue as a result of the late lodgement of his application. He was advised that if he wished to have this decision reviewed he could do so by writing to his district livestock office within 21 days setting out any facts and contentions in support of his case. No further correspondence was received concerning this matter. If the herd owner now wishes to pursue with an appeal he should write to his district livestock office requesting a review of his case and he should submit any medical evidence that would assist in this matter.
