109 Mr. Sargent asked the Minister for Justice, Equality and Law Reform if the promised prison observation cells to replace padded cells fully comply with international human rights standards for prisoners with, or at risk, of mental health problems; and the way in which this will be verified by an independent authority. The use of padded cells in prisons and other issues relating to prisoners with, or at risk, of mental health problems is the subject of High Court proceedings initiated against the governor of Mountjoy Prison, the Minister for Justice, Equality and Law Reform and others. In light of this, I am somewhat constrained in commenting in detail on this matter. However, the intention is that the new special observation cells will fully meet the needs and respect the dignity of prisoners in every way consistent with their safety.
