Ceist:

119 Mr. Quinn asked the Minister for Justice, Equality and Law Reform if, in regard to his proposals on Garda reform announced on 30 July 2003, when the proposed Garda Síochána Bill will be published; when he expects that the proposed Garda inspectorate will be established and functioning; the anticipated budget and staffing level of the inspectorate; and if he will make a statement on the matter. As indicated in the foreword published with the general scheme of the Bill on 30 July 2003, I hope to have the Bill ready for introduction in the Oireachtas by the end of this year and, with the co-operation of the Houses, to have it enacted as a matter of priority. Work on the drafting of the Bill is currently proceeding in parallel with the ongoing consultation process.

It is the Government's intention that the inspectorate will be established as soon as possible following the enactment of the Bill. It would be premature at this stage to indicate what the likely staffing complement and budget of the new body will be.
