267 Mr. P. Breen asked the Minister for Arts, Sport and Tourism the reason West Clare Carer's Support Group, County Clare, was ineligible for a grant under the sport and recreation grants for 2003; and if he will make a statement on the matter. [24185/03]

The national lottery funded sports capital programme, which is administered by my Department, allocates funding to sporting and community organisations at local, regional and national level throughout the country in respect of the provision of sport and recreational facilities. The programme is run on an annual basis.

The 2003 sports capital programme was advertised in the national newspapers on 23 and 24 March 2003. The closing date for receipt of applications was 25 April, before which a total of 1,337 applications were received. However, rather than being ineligible for a grant as suggested by the Deputy, no application was received from the West Clare Carer's Support Group under the 2003 programme.

All allocations under the 2003 sports capital programme have now been made. It is open to the organisation in question, should it wish to do so and should it have a project which satisfies the terms and conditions of the programme, to submit an application to the 2004 sports capital programme when that scheme is publicly advertised. It must be stressed that under the programme, projects must be directly related to the provision of sport and recreation facilities and be of a capital nature, which for the purpose of the programme is defined as: expenditure on the improvement or construction of an asset and includes any costs directly incurred in this process; and purchase of permanently based sports equipment, that is, it is securely housed, and will remain in use for five years or more.

I propose to reply to Questions Nos. 268 to 270, inclusive, together.

The national lottery funded sports capital programme, which is administered by my Department, allocates funding to sporting and community organisations at local, regional and national level throughout the country.

All applications under the 2003 sports capital programme were evaluated by my Department in accordance with the assessment criteria for the programme published in the guidelines, terms and conditions document which accompanied the application form for the programme. Following completion of the evaluation of the applications received by my Department under the programme, I announced provisional grant allocations on 25 July last for those allocations classified as local and on 29 August for those classified as regional, municipal-multi-purpose and national.

The applications referred to by the Deputy were unsuccessful. Letters were issued to the three organisations concerned in the first week of August advising them accordingly, together with a copy of the assessment carried out on their application, including any specific reasons for the applications being unsuccessful.

It is open to the organisations in question, should they wish to do so and should they have projects which satisfy the terms and conditions of the programme, to submit applications to the 2004 sports capital programme when that scheme is publicly advertised.

271 Mr. P. Breen asked the Minister for Arts, Sport and Tourism the reason St. Senan's Rugby Club, Shannon, County Clare, was ineligible for a grant under the sport and recreation grants for 2003; and if he will make a statement on the matter. [24189/03]

I wish to inform the Deputy that St. Senan's Rugby Club, Shannon, County Clare applied for and was provisionally allocated a grant of €70,000 under the 2003 sports capital programme towards pitch development. My Department wrote to the club on 30 July confirming the provisional allocation and outlining the procedures and requirements to be met, leading to the eventual drawdown of the grant allocated.
