Under Circular 16/97, Departments and offices are required to supply annual statements on IT-related expenditure to the IT control section in the Department of Finance. The following tables contain the breakdown of expenditure given in those statements and show the actual amounts expended by each Department and office for the years 2000-02, and the projected expenditure for the year 2003 as supplied to IT control by each Department and office on 30 April 2003.
Expenditure is broken down under the following headings: consultancy, outsourcing, hardware, including office machinery, software, IT training and maintenance. Irish Governments have over many years adopted a procurement policy that facilitates open competition, best value for money and best fit to requirements. Within that approach, different products are evaluated on their merits, including openness regarding future procurement and, where possible, avoiding being locked in to a particular supplier. Accordingly, an open view is taken which, in practice, tends to follow standards emerging from the market. Open source software is used quite widely in Departments and offices, in areas such as middleware, content management software, mail relays, web servers, server operating systems, embedded systems such as secure gateways and network attached storage, and interoperability software between Departments to allow system-to-system communication. However, separate figures for expenditure on different types of software are not collected.
