Ceist:

17 Mr. O'Shea asked the Minister for Foreign Affairs if he will publish the legal advice given to the Government by the Attorney General regarding the US-led invasion of Iraq and Ireland's role, of which the Taoiseach made a summary for circulation to Deputies on 20 March 2003 in Dáil Éireann. [26733/03]

As the Deputy will be aware, it has not been the practice to publish the legal advice of the Attorney General to the Government on any matters. The Government do not intend to change this practice. The legal advice confirmed the view of previous Attorneys General that the use of landing and overflight facilities does not constitute participation by Ireland in a military action under international law.
