Ceist:

109 Mr. F. McGrath asked the Tánaiste and Minister for Enterprise, Trade and Employment the grants available to blind people working in the public sector; her views on a radical reform of the procedures for granting funds for Braille note-taker equipment; if her Department will work with FÁS to ensure that all people with disabilities in the public sector receive their grants as a matter of right without delay; and if the previous procedures of FÁS in dealing with funding in an efficient and caring manner will be reverted to. FÁS as an agency under the aegis of the Department of Enterprise, Trade and Employment, is responsible for promoting employment of people with disabilities in the private sector. In this context, FÁS offers a wide range of services to people who are seeking employment, including advice, job placement and training. To assist in the integration of people with disabilities into the open labour market, FÁS also provides a range of supports to people with disabilities and to employers including grants for job interview interpreters; workplace-equipment adaptation; disability awareness training support; employee retention; employment support; and the supported employment programme.

Responsibility for the employment of people with disabilities in the Civil Service is a matter for the Department of Finance. The Department of Justice, Equality and Law Reform has responsibility for chairing a committee that monitors achievement of the 3% target for people with disabilities in the public service.

It should be noted that public sector bodies are subject to the provisions of the Employment Equality Act 1998, and as such are required to do all that is reasonable to ensure that their employees with disabilities can perform capably in their jobs.
