Requests to move Adjournment of Dáil under Standing Order 31.

Before coming to the Order of Business I propose to deal with a number of notices under Standing Order 31. I propose to call the Deputies in the order in which they submitted their notices to my office.

I seek the adjournment of the Dáil under Standing Order 31 to debate the following urgent matter of public interest: the visit of President Bush to Britain, the rising death toll in Iraq, the US military use of Shannon Airport which poses major risks to the safety of Irish people during the transportation of lethal weapons and the urgent need for the Iraqi people to run their own affairs. I wish to object formally to the visit of President Bush.

I seek the adjournment of the Dáil under Standing Order 31 to debate the following urgent matter: to discuss the report of the Sub-Committee on EU Scrutiny which referred an EU Council proposal for a decision on embryo research and the funding of embryo research by all member states to the Joint Oireachtas Committee on Enterprise and Small Business which under the scrutiny procedures agreed by the Oireachtas has recommended against the Government supporting the proposed decision of the Council. In view of the fact that the Tánaiste and Minister for Enterprise, Trade and Employment, Deputy Harney, has indicated that she will vote in favour of the proposal without any detailed explanation to or approval from the Dáil when this matter is raised again at the Council of Ministers' meeting on 27 November 2003, it is urgent that the Dáil call the Tánaiste to account and that the matter be considered.

Having considered the matters raised, I do not consider them to be in order under Standing Order 31.
