60 Mr. Rabbitte asked the Minister for Justice, Equality and Law Reform further to his proposals on Garda reform announced on 30 July 2003, when the proposed Garda Síochána Bill will be published; when he expects that the proposed Garda inspectorate will be established and functioning; the anticipated budget and staffing level of the inspectorate; and if he will make a statement on the matter. As I indicated in my reply to a similar question on 15 October last, I hope the Bill will be ready for introduction in the Oireachtas by the end of the year. It is planned, with the co-operation of the Houses, that the Bill will be enacted as a matter of priority. Work on the drafting of the Bill is proceeding as a matter of urgency in line with that objective. The Government intends that the new Garda complaints body will be established as soon as possible following the enactment of the Bill. It would be premature at this stage to indicate what the likely staffing complement and budget of the new body will be.
