I have no function in commenting on whether a natural right exists and the Deputy may wish to seek independent legal advice on this point. However, in so far as the matter raised by the Deputy relates to legislation governing co-operatives, there is no specific provision in the Industrial and Provident Societies Acts 1893 to 1978 dealing with this issue.
Societies registered under the Industrial and Provident Societies Acts have registered rules which set out the objects for which they are established and the procedures by which they are to be run. It would be necessary to refer to the registered rules of a particular society to establish if the point at issue is provided for in the society's rules. Registered rules are available for public inspection at the Registry of Friendly Societies. Alternatively, a member of a registered society is entitled to request from the society a copy of the registered rules.
