Adjournment Debate. - Scrúdú Cáilíochta sa Ghaeilge.

Táim an-bhuíoch den Cheann Comhairle as ucht seans a thabhairt dom an t-ábhar seo a ardú anocht. Tá sé riachtanach do mhúinteoirí a fuair a gcáilíochtaí taobh amuigh den ghnáth-shlí cur isteach don Roinn Oideachais le h-aitheantas a fháil. Má ghlactar leo, tá cúig bliana dóibh le stádas sealadach. Taobh istigh den am sin, tá sé riachtanach dóibh pas a fháil sa scrúdú cáilíochta sa Ghaeilge, nó SCG. Tá na múinteoirí meabhrach ar pholasaí na Roinne de bharr thábhacht na Gaeilge sa churaclam bunscoile. Aontaíonn siad leis an bpolasaí sin. Ní aontaíonn siad, áfach, le leibhéal an scrúdaithe, an tslí a bhfuil sé riaraithe, ná ábhar an chúrsa. Tá ceithre pháirt sa scrúdú: dhá pháipéar scríofa, scrúdú cluaise agus scrúdú béil. Níl aon bhaint ag na ceisteanna leis an churaclam bunscoile sa seomra ranga. De réir na staitisticí atá ar fáil don bhliain 1999, theip ar 75% díobh siúd a thóg an scrúdú, agus theip ar 70% sa bhliain 2001. Níl sé seo inghlactha ar aon slí. I measc na ndaoine ar theip orthu, bhí daoine a raibh leibhéal onóracha acu san ardteistiméireacht nó a raibh béim á cur acu ar an Ghaeilge, chomh maith le daoine ón Ghaeltacht.

An rud atá i gceist anseo do na múinteoirí ná nach bhfuil cúrsaí nó ranganna curtha ar fáil ag an Roinn Oideachais do mhúinteoirí nach bhfuil aon eolas acu ar an Ghaeilge. Más mian leis an múinteoir freastal ar rang, caithfidh sé nó sí féin rang a fháil. Níl na ranganna nó cúrsaí sin dírithe ar an SCG. Níl aon siollabas speisialta leagtha amach nó tacaíocht speisialta ar fáil nuair a bhíonn na múinteoirí ag ullmhú don scrúdú. Más rud é go bhfuil an Roinn i ndáiríre faoi chur chun cinn na Gaeilge, ba cheart go mbeadh sé mar aidhm aici cabhrú leis na múinteoirí agus spreagadh a thabhairt dóibh pas a fháil sa scrúdú.

Tugann na múinteoirí siúd a bhfuil traenáil faighte acu scileanna éagsúla don scoil agus don seomra ranga. Tá sé riachtanach anois go mbeadh athrú sa scéim más mian leis an Roinn na múinteoirí sin a bhfuil na cáilíochta acu a choinneáil i mbun múinteoireachta. Caithfidh an Roinn athbhreithniú a dhéanamh ar an scrúdú agus scrúdú a bhfuil baint aige le caighdeán oiriúnach a chur ar fáil. Tá gá le siollabas soiléir ionas go mbeidh múinteoirí ábalta é a leanúint nuair a bhíonn siad ag ullmhú don scrúdú. Is gá leis an Roinn cúrsaí a chur ar fáil dóibh siúd atá ag tosnú ar fhoghlaim na Gaeilge chomh maith le dóibh siúd a bhfuil Gaeilge níos fearr acu.

Tá ganntanas múinteoirí faoi láthair. Tá baol ann, má leanann an Roinn ar aghaidh leis an scrúdú mar atá sé anois, go gcaithfidh cuid múinteoirí postanna eile a lorg. Tá neart múinteoirí sármhaithe ag obair i scoileanna ina bhfuil a lán míbhuntáistí agus fadhbanna sóisialta. Níl sé sin mar ghnáthscoil. Tá deacrachtaí ann faoi láthair múinteoirí a earcú agus a choimeád sna scoileanna sin. Más rud é go gcuirtear constaic eile ina dtreo, fágfaidh siad an mhúinteoireacht, agus is iad na daoine a chaillfidh an chuid is mó ná na páistí. Ní bheidh na scoileanna sin ábalta múinteoirí a earcú nó a choimeád. Mar sin, tá mé ag impí ar an Aire an scrúdú sin a athrú inniu agus geallúint a thabhairt go mbeidh scrúdú, siollabas, cúrsaí agus caighdeán oirúnach ar fáil do na múinteoirí a bhfuil postanna sealadacha acu anois agus atá ag tabhairt seirbhís iontach do na páistí agus na scoileanna.

I am glad that the Deputy has given me the opportunity of outlining to the House the position regarding the examination in Irish, the Scrúdú le hAghaidh Cáilíochta sa Ghaeilge, taken by teachers who have obtained their teaching qualifications abroad. The SCG is an Irish examination which provides an opportunity for teachers trained outside the State to acquire the qualification in Irish that is necessary for recognition as a teacher in mainstream classes in national schools. Teachers in national schools are generalists rather than subject specialists and must be qualified to teach the range of primary school subjects to children aged from four to 12 years. Accordingly, applicants must satisfy the Department of Education and Science that they are competent to teach the Irish language and the range of primary school curricular subjects through the medium of Irish before being granted full recognition to teach in mainstream classes in national schools.

The standard required to obtain a pass in the exam is the standard of Irish that would enable teachers to teach the language to sixth class in a national school. Candidates must, therefore, demonstrate that they have attained the level of language competence described in the syllabus and reflected in the examination papers, and that they understand the methodology of teaching Irish as a second language. It should be borne in mind that many primary schools not only teach Irish but have Irish as the principal language of instruction and communication generally. The number of such schools has grown significantly in recent years. A primary teacher may have to teach pupils whose mother tongue is Irish, or who are competent users of the language. Even when teaching Irish to pupils whose mother tongue is English or another language, it is widely accepted by language teachers that, in order to be effective, the teacher needs to have a very good command of the language.

The Minister for Education and Science established a working group to review all aspects of the syllabus and examination for the Scrúdú le hAghaidh Cáilíochta sa Ghaeilge in 2001. Institúid teangeolaíochta Éireann, the colleges of education, primary school management organisations, INTO, the primary school section of the National Parents Council, and the National Council for Curriculum and Assessment were represented on this working group. Organisations were invited to submit proposals as part of the review of the exam and all such proposals were given full consideration by the working group in preparing its report.

The report of the working group has been finalised and presented to the Department. To date the review group has drafted a revised syllabus which was circulated to all schools in December 2002. The examinations held in October this year were the first series of the new examinations to be based on this new syllabus.

The review group has also drafted a handbook for the examination. It contains detailed information on, and will provide answers to, a wide range of questions raised by candidates. The review committee is also recommending changes to the content and format of the examination modules to take effect possibly from next autumn. It is also planned to produce a textbook of relevant prose.

Some of the statistics the Deputy mentioned were significant and while not being an expert on the matter I gather from what she said it seems to be a matter of major concern. I will report what she said as best I can to the Minister, Deputy Dempsey.
