Judicial Appointments Commission Bill 2022: From the Seanad
The Dáil went into Committee to consider amendments from the Seanad.
Seanad amendment No. 1:
Title: In page 5, line 13, to delete "for the making by the Commission of" and substitute "for the making, by the Commission, of".
Amendment No. 1 is a technical drafting amendment for the purposes of inserting two commas on either side of the phrase "by the Commission" where it appears in line 13 on page 5. This amendment is one of several to the Long Title of the Bill suggested by Senator Barry Ward on Committee Stage in the Seanad. I asked my officials to consider these suggestions in consultation with the Parliamentary Counsel. Out of this consideration arises amendment No. 1. I recommend that the House accept it.
On amendment No. 2, on 31 January 2023, the Government made an order in exercise of the powers conferred on it by section 6 of the Ministers and Secretaries (Amendment) Act 1939. The name of the order is the Public Expenditure and Reform (Alteration of Name of Department and Title of Minister) Order 2023. The order came into operation on 1 February 2023 and altered the title of the Minister for Public Expenditure and Reform to that of the Minister for Public Expenditure, National Development Plan Delivery and Reform. Counsel has advised that a formal amendment is required to be made to the Bill in each case where the title "Minister for Public Expenditure and Reform" appears, and this is what this amendment does. I also recommend that the House accept this amendment.
As I have set out, amendments Nos. 3 and 4 also relate to the change in the title of the Minister for Public Expenditure and Reform. Amendment No. 5 again relates to the change in this title. Amendment No. 6 is similar, as are amendments Nos. 7 to 11, inclusive.
