Business of Joint Committee.

It is proposed that the secretariat prepare a draft report on today's discussion to be circulated to members and agreed at the next opportunity. Is that agreed? Agreed. It is also proposed to defer consideration of the minutes to the next meeting. Is that agreed?

No. Why can we not take them now?

I understand that, because of pressure of work, it was not possible to have the minutes prepared on this occasion.

That is a very good reason. We can defer them until the next meeting.

I agree. The next item on the agenda is correspondence received by the joint committee, including correspondence deferred from the previous meeting.

Regarding decisions taken at the meeting of the Sub-Committee on European Scrutiny on 29 April 2005, it is proposed to scrutinise COM (2005) 108 as referred by the sub-committee as soon as the necessary arrangements can be made. Is that agreed? Agreed. It is also proposed to note the other documents considered by the sub-committee at its meeting on 28 April 2005. Is that agreed? Agreed.

It is proposed that correspondence received from the Department of Transport regarding the third rail package be noted. Is that agreed? Agreed.

It is proposed that correspondence received from José Manuel Barroso regarding relations between national parliaments of EU member states and the European Commission be noted. Is that agreed? Agreed.

It is proposed that correspondence received from René van der Linden enclosing copies of Resolution 1427 of 2005 and Recommendation 1696 of 2005 on plans to set up a fundamental rights agency of the European Union be forwarded to the Joint Committee on Foreign Affairs for the particular attention of the Sub-Committee on Human Rights and to ask the secretariat to seek a briefing note from the relevant Department for consideration. Is that agreed? Agreed.

I propose to continue the meeting in private session to discuss some housekeeping matters. Is that agreed? Agreed.

The joint committee went into private session at 3.20 p.m. and adjourned at 3.25 p.m. until 2 p.m. on Wednesday, 11 May 2005.
