Scrutiny of EU Legislative Proposals.

The first proposal is COM (2009) 582. It is proposed to note this adopted measure. Is that agreed? Agreed. It is also proposed to note the adopted measures COM (2009) 583, COM (2009) 608, COM (2009) 641 and COM (2009) 668. Is that agreed? Agreed.

In light of the information given, it is proposed that the committee notes adopted measure, COM (2010) 48 — FON. In light of the information given, it is also proposed that the committee notes adopted measures COM (2010) 50 and COM (2009) 629.

Based on the information available, it is proposed that COM (2010) 20, COM (2010) 21, COM (2010) 54, COM (2010) 12 and COM (2010) 49 do not require further scrutiny. Is that agreed? Agreed.

Based on the information available, it is proposed that COM (2009) 672 does not warrant further detailed scrutiny. It is also proposed that the committee write to the Department of Finance to seek clarification on the amendments it is currently seeking to the draft proposal. It is also proposed that it be forwarded to the Joint Committee on Finance and the Public Service. Is that agreed? Agreed. It is proposed to note adopted measure COM (2010) 26. However, it also proposed to forward the Council recommendation made public by the adoption of this decision, together with the related Council decision and opinion, to the Joint Committee on European Affairs and the Joint Committee on Finance and the Public Service for information. Based on the information available, it is proposed that COM (2009) 701 does not warrant further scrutiny. It is further proposed that this proposal be sent for information to the Joint Committee on Transport and the Joint Committee on Justice, Equality, Defence and Women's Rights. Is that agreed? This is the Council decision that extends and amends the mandate of the European Union special representative for Afghanistan and Pakistan. What is that all about?

It happens on a biannual basis. It is for the purpose of re-appointment to an existing job currently in place.

It extends the mandate. In terms of the mandate, what is the EU proposing to do that is new?

This proposal extends the mandate of the current EUSR, Mr. Ettore F. Sequi, to the end of March 2010.

It is being extended in terms of time.

I thought it was in terms of powers.

No. The Lithuanian Foreign Minister will be appointed but will not take up duty until 1 April. The extension of the mandate covers the period between the expiry of the current mandate and the beginning of the mandate of his successor.

It is proposed that COM (2010) 23 be referred to the sectoral committee for detailed scrutiny. Given the importance of this proposed regulation, which sets the total allowable catches, TACs, and national fishing quotas for 2010, for the Irish fishing industry and the fact that the agreement with Norway allows for the setting of quotas for mackerel catches, Ireland's most important stock from an economic perspective, it is proposed that this proposal warrants further scrutiny. To this end, it is proposed that the proposal be referred to the Joint Committee on Agriculture, Fisheries and Food for detailed scrutiny. Is that agreed? Agreed.
