Business of Joint Committee

Senator Norris has a suggestion that he wishes to put to the joint committee.

Extraordinary developments have been made in nanotechnology, a field in which several Irish universities, including the one in which I used to teach, carry out research. As there is an electrical component in the reaction between atomic particles that leads to nuclear explosions, I suggest that we ask the universities to investigate whether it is possible to inhibit that electrical activity in the same manner that radio broadcasts can be jammed. I understand this is theoretically possible and it would be a wonderful gift to the world if Ireland could lead the research in this area. Perhaps my colleagues can suggest other universities which could also assist in this endeavour.

I have read about the technology to which Senator Norris refers. It would be a good idea provided that everybody signed up to it. The possessor of the jamming technology allegedly used by flying saucers and space ships to neutralise even internal combustion engines could have in his or her hands the equivalent of a nuclear device. Those who have the device could selectively wage nuclear war. By all means we should have the debate, however.

The institutes of technology should be included because they have been to the fore in nanotechnology.

Is it agreed that Senator Norris will gather information on the relevant contacts? Agreed.
