Scrutiny of EU Legislative Proposals

We are now in public session to consider the scrutiny of EU legislative proposals. Members have been briefed on each of the proposals and have discussed them in private session.

COM (2012)11 is an important proposal with significant financial, legal and administrative implications for member states. We may end up having serious negotiations on the dossier during the Irish Presidency. It is proposed that this proposal warrants further scrutiny. Is that agreed? Agreed.

COM (2011) 880 is a proposal for a Council decision establishing a multi-annual framework for the European Union Agency for fundamental rights for 2013 to 2017. It is proposed that this proposal does not warrant further scrutiny. Is that agreed? Agreed.

COM (2012) 10 is a proposal for a directive of the European Parliament and of the Council on the protection of individuals with regard to the processing of personal data by competent authorities for the purposes of prevention, investigation, detection or prosecution of criminal offences or the execution of criminal penalties, and the free movement of such data. It is proposed that this proposal does not warrant further scrutiny. Is that agreed? Agreed.

COM (2012) 35 is a proposal for a Council regulation on the Statute for a European Foundation. It is proposed that the Council regulation does not require detailed scrutiny now, given that the Department has indicated that it is not supporting the proposal in its current form because of its implications for Ireland. It is recommended that a letter be sent to the Department, requesting it to report back to the committee if Ireland's position changes substantially during the negotiations. Is that agreed? Agreed.

COM (2011) 516 is a proposal for a regulation of the European Parliament and of the Council amending Regulation EC 810/2009 of 13 July 2009, establishing a Community visa code. It is proposed to note this adopted measure. Is that agreed? Agreed.

This concludes our considerations of the motions. We will consider a motion regarding a proposal for a directive on the freezing and confiscation of the proceeds of crime in the European Union at our meeting tomorrow morning.
