Business of Joint Committee

The minutes of the meeting of 11 May 2010 have been circulated. Are they agreed? Agreed. The first item to consider is No. 804 of 2010, documentation received from six local authorities regarding statistics on derelict sites. We will note the correspondence. The next item, No. 849, concerns the activities of Bord na Móna. Bord na Móna has extended an invitation to visit the company's operations in Kildare and Offaly — resource recovery in Tullamore, green composting in Kilberry, and heritage and biodiversity work in Boora Parklands. Can we agree a date for the visit? A suggested date is Tuesday, 13 July, when the Dáil is in recess. I note that the Joint Committee on Climate Change and Energy Security is also visiting on 10 June. Is that sufficient or do we need to go?

What is on 10 June?

On that date the Joint Committee on Climate Change and Energy Security is going there.

Perhaps information could be circulated to members of this committee about going on the same day.

The Dáil is in recess that week. Those who wish to go will be notified of the particulars. Does Deputy Christy O'Sullivan wish to go?

What are the other places besides Tullamore?

Tullamore, Kilberry, and Boora Parklands, that is, Kildare and Offaly.

A fairly major Bord na Móna peat moss plant was constructed two or three years ago in Lanesboro, County Longford, and has been running into serious difficulties. We should have an update on progress. I understand it is costing people their jobs.

That is a separate matter.

What are the arrangements? Are we going from here?

The Joint Committee on Climate Change and Energy Security is visiting those places in Kildare and Offaly on 10 June.

Is it leaving from here or what is the story?

The Deputy will be made aware of the arrangements. Deputy James Bannon will go. There is not enough bog in Longford. Deputies Bannon and O'Sullivan will go.

What about all the other members of the committee?

Anybody can go. They will all be circulated.

My understanding was that it included the Bord na Móna landfill site. What the Vice Chairman read out does not include the Bord na Móna landfill site.

No. This is what was agreed last week as the places to visit. All members will be notified. No. 852 is Europe's World newsletters of 7 May which we will note. No. 853, from Mr. John Hamilton, Oireachtas representative at the EU, concerns parliamentary activities — "This week in the European Parliament". We will note the correspondence. No. 854 is the GLOBE environmental newsletter — Think Tank for Environmental Policy — European policy update number 156. We will note the correspondence. No. 855, from Calor Gas concerns liquified petroleum gas, is follow-up information as sought by the committee on the role of LPG in meeting environmental commitments. We will note the correspondence and pass the matter to the Joint Committee on Climate Change and Energy Security.

There is an environmental element to this issue. I met these people recently. The company is anxious to briefly address the committee on matters relating to the environment in the context of the carbon tax.

The information provided to me states that it is a matter for the Joint Committee on Climate Change and Energy Security.

What will we do? We will agree that that committee makes a presentation.

No. 856, from Meath County Council, is a motion calling on the Minister to consult stakeholders regarding the proposed stag hunting legislation. We will note the correspondence. No. 857 from the International Court of the Environment Foundation concerns notice of an international conference on global environmental governance in Rome on 20 and 21 May 2010 and invitation to send messages thereto. We will note the correspondence. Members are invited to send messages to the conference. No. 858 is In Business magazine, May 1010 edition, from Chambers Ireland, on the private sector business in Ireland. We will note the correspondence. No. 859 is a letter from the Environmental Protection Agency replying to committee inquiry as to the background to the new code of practice for waste water treatment and disposal systems. We will note the correspondence.

No. 860 is a letter concerning registration of architects from Declan Noonan Architects. It requests to amend the Building Control Act 2007 to insert a grandfather clause. We will note the correspondence. No. 861 is a list of decisions taken at the meeting of the Joint Committee on European Scrutiny on 11 May 2010. Sent for information only. We will note the correspondence. No. 862, is a request from the Department of the Environment, Heritage and Local Government to take Committee Stage of the Planning and Development (Amendment) Bill 2009 with this committee in June. Also, the IFA has requested to make a presentation on the Bill. We must get agreement on dates. The dates offered to us are 8, 9 and 10 June and 15, 16 and 17 June. It is expected that three days or less will suffice. The difficulty with 8, 9 and 10 June is that the Dáil is in recess that week. In my opinion, there is not much point in having it them but it will be whatever members agree to.

The information is that there will be a substantial number of amendments to the legislation.

That is right.

In fact there will be two new parts to the Bill. We would like to see the amendments on the week the Dáil is in recess for the following week 15,16 and 17 June.

Would members agree to pencil in 15, 16 and 17 June? Agreed. The next item is circulars: housing authority consent to the HSE charging tenant purchase dwellings under the nursing homes support scheme; call for housing statistics; list of circulars that issued in April 2010; regional homelessness action plans; and local agenda 21 environment partnership fund.

Do we put anonymous letters of complaint on the agenda?

There is an anonymous complaint about the dung catchers in Killarney National Park? Do we put anonymous letters on the agenda?
