Business of Joint Committee

The draft minutes of the meeting of 18 January 2011 have been circulated. Are they agreed? Agreed.

The next item on our agenda is the correspondence received since the last meeting of the joint committee. No. 1015 is an invitation from the regional director for Europe of ICLE to attend a convention in Brussels in September. We will note it and allow the new committee deal with it. No. 1018 is an invitation to the attendees of the International Conference on Waste Management to submit abstracts in advance of the conference in Mauritius on 5 September 2011. We will note that. No. 1019 is a letter of request from Senator Mark Daly to carry out a quarterly review of the local government implementation group on the report of the Local Government Efficiency Review Group. We note it and ask him to raise it again in the life of the 31st Dáil.

No. 1047 is a copy of a magazine from Chambers Ireland In Business Magazine. We note it. No. 1048 is a leaflet from Chambers Ireland Innovating your Future - A Smarter Business Guide to EU Funding for Innovation. We note it. No. 1049 is a letter from the Clerk to the Joint Committee on European Affairs reminding members to submit views on the Commission’s budget review document which sets out the proposed EU spending priorities and financing beyond 2013. We will respond indicating that the joint committee is not in a position to submit a review due to time constraints.

No. 1050 is a letter dated 19 January 2011 from the clerk to the Joint Committee on European Affairs enclosing a document which has also been forwarded to the Joint Committee on Climate Change and Energy Security. This letter was sent for our information. We note it. No. 1050 (1) is a final document from the European Commission which has also been forwarded to the Joint Committee on Climate Change and Energy Security. We note it.

We note Statutory Instrument No. 658 of 2010 - Valuation Act 2001 (Dún Laoghaire-Rathdown County Council) (Rate Limitation) Order 2010. We note Circulars L1/2011 of 14 January 2011 - Additional Supplementary funding for Severe Weather Affected Areas and SHIP 2011/01 - Capital loan and subsidy scheme - management and maintenance allowance.

The third item on the agenda is the draft Annual Report 2010 and Work Programme 2011. A copy of the annual report for 2010 together with the work programme for 2011 was circulated. It is routine for the joint committee to approve its annual report and activities for last year. I compliment the clerk and the secretariat on having it completed so early in the year. In 2010 the joint committee met on 24 occasions and considered a range of items and the select committee met on eight occasions. Is it agreed that we note the 2010 annual report and work programme for 2011? Agreed. A copy of the report and work programme will be laid before the Houses.
