SECTION 14.

I neglected to take an opportunity of moving a recommendation to Section 3. Am I in order in moving it now?

AN CATHAOIRLEACH

I think we had better take the recommendation on the Report Stage, as we have passed Section 3.

In Section 3, paragraph 4, I want to make a recommendation as to the qualification of those appointed in connection with the Appeal Board.

AN CATHAOIRLEACH

I think you had better do so on the Report Stage which will come on in a few minutes. If it is a recommendation in the way of an amendment will you please put it in writing and hand it to the Clerk of the Seanad. Not being a Money Bill this will be an ordinary amendment. We are going on to the Report Stage now, so would you kindly draft your amendment?

I do not think it would be necessary or desirable that an amendment should be put in regarding the re-censoring of films, films which have been censored by the Dublin Board of Film Censors. I think the Government might make some arrangement whereby these might be allowed to be free of a second censorship. I do not think it would be necessary to put an amendment to that effect.

Under Section 11 (1) of the Bill the fees to be charged are to be fixed by the Minister, with the sanction of the Minister for Finance. I have consulted the Minister for Home Affairs and can undertake that in such cases for the censoring of films that have already passed the Dublin censors very much reduced fees will be charged, so that there will be no hardship on the renters.

I think that is quite satisfactory.
