Perhaps it would be better if I would briefly explain to the Seanad that in this Bill, according to the Standing Orders relating to private business or a Bill of this character, if there are no petitions against it, it is taken by the Committee of the whole Seanad, and not referred to a special Joint Committee. There are no amendments handed in, in the case of this Bill, and I take it that what we have formally to do is to propose that the Bill be reported to the Seanad without amendment.
