PUBLIC BUSINESS. - FIRST REPORT OF THE COMMITTEE ON PROCEDURE.

The only other matter standing over is with regard to the report of the Committee of which I was Chairman. The Committee had two matters referred to it: one was to consider the existing Standing Order dealing with the suspension of Standing Orders and to report and recommend, so far as they thought right, an alteration in that Order. The second was as to the communication of messages from the Chair. As to the first matter, the Committee unanimously recommend that Standing Order 112 be deleted, and that a new Standing Order in the terms on the Order Paper be inserted in its place. The new Order reads as follows:—

"112: Any Standing Order or Orders of the Seanad may be suspended for a limited period and purpose on motion duly made and seconded after the prescribed notice: provided that in any case of national emergency, of which the Cathaoirleach shall be the judge, a motion for the suspension of a Standing Order or Orders may be moved without notice."

That is the recommendation as to the Order dealing with the Standing Orders. In reference to the other matter, it was agreed that it should be postponed, and the suggestion of the Committee was that I would prepare a draft of a new Order and submit it to the Committee at the next meeting. If the Seanad is satisfied to accept the Report of the Committee, the way to do so would be for some Senator to move the deletion of Standing Order 112, and the substitution for it of the new Order recommended by the Committee.

I move that motion accordingly.

What is the prescribed notice referred to in the new Standing Order?

Two clear days. That is the period fixed by Standing Order.
