Regarding the business for to-morrow I have handed in a motion dealing with the Gárda Síochána Allowances Order. It is obligatory that this question must be decided one way or the other before the 15th inst., because unless a decision is taken 21 days after the Order was laid on the Table, it has no effect. I, therefore, request that the Seanad should allow my motion to be discussed at the opening of the business to-morrow. The Censorship Bill will surely carry us through the day, and my motion might be deferred, so that the intention of the statute would be defeated.

The same thing struck me when I saw Senator Johnson's motion, and it occurred to me, that while we have at present no Standing Order governing it, it is a pity that we have not in this House the sort of arrangement they have at times in the Dáil, by which a motion is taken at the beginning for a given time. I should not object to an hour, but I would object if it were to be debated the whole day. If there was consent that a division would be taken after an hour or so I think it would be reasonable.
