Local Government (Amendment) Bill, 1930—Second Stage.

Question proposed: "That the Bill be now read a Second Time."

Section 12 of the original Act of 1927 makes provision by which, in special circumstances, Section 69 of the Act of 1925 is applicable to new buildings erected between March, 1927, and October, 1930. As a consequence they get a reduction in their valuations, for rating purposes, to the extent of two-thirds for a period of five years. It has been recommended by the Department of Industry and Commerce, by the Valuation Department and by the Department of Local Government that in the case of persons carrying out building at the present time, when building costs are so high, this very useful encouragement might be continued for a further period of two years—that is, to the 1st October, 1933. That is the proposal in the Bill.
