Election of Leas-Chathaoirleach.

The House will now proceed to the election of a Leas-Chathaoirleach. Pursuant to the Standing Orders, the motions proposing candidates will be formally moved and seconded in the order in which they appear on the Order Paper. The names of the candidates will then be submitted to a preliminary vote. Voting papers will be distributed by the ushers, and each Senator will write on his voting paper the names of not more than two candidates. He must then sign the voting paper in the place provided and hand it to the Clerk. I shall ask if all Senators desiring to vote have voted, and the Clerk will then proceed to count the votes. Once I have given directions to the Clerk to begin the count, no further voting papers may be received. The voting lists will be duly published in the Official Report of the Debates.

When the count has been completed I shall announce the result thereof and the names of the two Senators obtaining the highest number of votes will then be submitted to the House and a division taken between them, tellers being appointed for each candidate. The division bell will be rung, and after the usual five minutes' interval has elapsed the bell will be rung again and the doors locked. The result of the division will be announced from the Chair, and the candidate obtaining the highest number of votes will be declared to have been duly elected as Leas-Chathaoirleach of the Seanad.

I will ask those Senators who have nominated candidates formally to move the adoption of their candidates.

I move:—

"That Senator Colonel Moore be elected as Leas-Chathaoirleach."

I beg to second.

I beg to move:—

"That Senator M.F. O'Hanlon be elected as Leas-Chathaoirleach."

I beg to second.

I beg to move:—

"That Senator P.J. Hooper be elected as Leas-Chathaoirleach."

I beg to second.

I desire to state that Senator Counihan has expressed the wish not to allow his name to go forward. With the permission of the House I will withdraw his name.

Permission granted.

There are, therefore, three candidates. Senators will now get their voting papers and they will vote for not more than two of the three candidates. Senators will sign their names on the voting papers, and the names will appear on the records of the House.

The following Senators voted for Senator Hooper:—Senators Bagwell, Barrington, Sir Edward Bellingham, Sir Edward Bigger, S.L. Brown, K.C., Miss Browne, Mrs. Clarke, M. Comyn, K.C., Connolly, Mrs. Costello, Counihan, Cummins, Countess of Desart, Dillon, Douglas, Dowdall, Sir Thomas Esmonde, Fanning, Guinness, Sir William Hickie, Jameson, Johnson, Kennedy, Linehan, MacEllin, The McGillycuddy of the Reeks, MacLoughlin, Milroy, Moran, O'Neill, O'Rourke, O'Sullivan, Robinson, Staines, Wilson, Mrs. Wyse Power. (36).

The following Senators voted for Senator O'Hanlon:—Senators Barniville, Sir Edward Bellingham, Sir Edward Bigger, Miss Browne, Butler, Mrs. Costello, Counihan, Cummins, Dillon, Duffy, Sir Thomas Esmonde, Farren, Sir William Hickie, Johnson, Kennedy, MacKean, MacLoughlin, Molloy, O'Rourke, Staines, Toal, Wilson. (22).

The following Senators voted for Senator Colonel Moore:—Senators Mrs. Clarke, M. Comyn, K.C., Connolly, Dowdall, Duffy, Farren, Linehan, MacEllin, Robinson, Mrs. Wyse Power. (10).

A division accordingly took place between Senator Hooper and Senator O'Hanlon. Senator Sir Thomas Esmonde and Senator Brown were appointed Tellers for Senator Hooper; Senator Butler and Senator MacKean were appointed Tellers for Senator O'Hanlon. The division resulted as follows:—

Senator Hooper was accordingly declared elected as Leas-Chathaoirleach.

I desire to express my warmest thanks to the House for the great honour that has been conferred upon me. I feel gravely conscious of my limitations for the position to which I have been elected, but I promise the House to discharge my duties to the utmost of my ability.
