Standing Orders Relative to Private Business.

The following message has been received from the Dáil:—

Dáil Eireann has passed the following Resolution:—

"That it is expedient that a Joint Committee of the Dáil and the Seanad be set up to consider the Standing Orders relative to Private Business, and to report as to the amendments, if any, which are necessary;

"That seven Deputies represent the Dáil on the said Joint Committee";

to which the concurrence of Seanad Eireann is desired.

I move:

That the Seanad agrees that it is expedient that a Joint Committee of the Seanad and the Dáil be set up to consider the Standing Orders relative to Private Business and to report as to the amendments, if any, which are necessary;

That seven Senators represent the Seanad on the said Joint Committee.

The message that has been sent from the Dáil is the result of the deliberations of the Joint Committee appointed by the two Houses in connection with Private Bill legislation. As a result of their experience since 1923 in connection with Private Bill legislation the members of the Joint Committee have decided that the time has now come when there should be a revision of the Standing Orders. The members of the Joint Committee are responsible for the recommendation conveyed in the message received from the Dáil. The matter has already been before the Dáil, which has agreed that the time has arrived when the Standing Orders should be revised. I formally move the motion.
