SECTION 15.

I move the amendment in my name on the Order Paper as follows:—

To delete sub-section (2) and substitute the following sub-section:—

(2) No order made under this section shall come into force unless and until it has been laid before each House of the Oireachtas and has been confirmed by resolution of each such House.

On Second Reading, Senator Douglas suggested that the provisions of this section should be altered so as to require that any order made by the Minister extending the provisions of this Bill to workers other than building trade workers should not come into operation until approved by resolution of both Houses. I agreed to the suggestion, and this amendment is designed to give effect to it.

I should like to express my appreciation of the Minister's action. The amendment meets the only doubt I had regarding the Bill.

SECTION 39.
Question proposed: "That Section 39 stand part of the Bill."

Section 39 deals with the appointment of persons as insurance officers to undertake rather important work. Is it intended that these should be permanent, or temporary, appointments and will they be made directly by the Minister or through the medium of the Civil Service Commission?

It is intended to use the officers at present functioning under the Unemployment Insurance Act for this work. They are permanent civil servants.

There will be no new appointments?

No. This measure will be operated by existing machinery.

It may save time if I put a similar question now regarding Section 48. Does the Minister's statement apply in the same way to that section—that officers already established will do the work?

Exactly.
