Imposition of Duties (Confirmation of Order) Bill, 1948 ( Certified Money Bill )— Second and Subsequent Stages.

This is a Bill to give effect to and to confirm an Order made by the previous Government in August, 1947. The effect of this Order is to increase the customs duty on felt hats and caps for men and boys from a flat rate of 25 per cent. ad valorem to a preferential rate of 50 per cent. with a minimum duty of 3/9 per hat, the full rate being 50 per cent. higher in each case. It is merely to confirm an Order made by the previous Government. The Order, to become effective, has to be confirmed by an Act of Parliament which must be passed before the 24th of this month as otherwise the duty would lapse entirely. I have to ask, Sir, if the Seanad will be kind enough to give me all stages to-day.
