There is a small query I would like to raise about the use of the words "sea coast". Normally, to the ordinary man, "coast" implies land rather than the water, but here the waters are defined as "that part of the sea coast". Is it the normal phrasing? It seems to be a little odd to define the sea coast as waters and not the land bordering the waters, but I may be wrong.

I think that section will give sufficient power to the fishery authority to deal with the use or the entry of deleterious matter into the sea or any part of the sea coast. I think that with the powers implied the authority may deal with the source of the pollution.
It does include land as well as water?
I think that is the fair meaning of it.
