Order of Business.

It is proposed to take paragraph 3 of Item No. 1 and Items Nos. 3 and 6 together. It is also proposed to continue the discussion without adjournment for lunch.

I take it that the proposal of the Leader of the House to take only portion of Item No. 1 does not preclude a debate in the reasonably near future on the other aspects of that motion and that the taking of the other two motions will not preclude at such further debate the discussion of matters which are reported on by the Commission but which will not be discussed in the present debate.

That can be arranged.

I think it would be well if the Minister could get in early and also be allowed in a second time. I know it is not the usual procedure but I feel it might help the general debate.

I think we must allow the debate to develop and see what happens. The House will knows now what it is going to discuss: paragraph 3 only of Motion No. 1:

Discussions be initiated with a view to securing the co-ordination of university facilities in Dublin.

Motion No. 3 which reads:

That Seanad Éireann notes the issue of a Summary of the Report of the Commission on Higher Education.

and Motion No. 6 which reads:

That Seanad Éireann takes note of the publication of the Summary of the Report of the Commission on Higher Education and of Volume I of the Commission's Report.

These are the motions now properly before the House.
