These recommendations arise out of a discussion earlier today. Their general effect is to provide that the additional reliefs in respect of death duties being provided in the Bill will operate, instead of from the date of the passing of the Bill as was provided, from the date of their announcement, that is, Budget Day, 19th April last. Therefore, the additional reliefs will apply in respect of a death occurring on or after 19th April last. Recommendation No. 1 relates to section 26, recommendation No. 2 to section 27, recommendation No. 3 to section 28, and recommendation No. 4 to section 29.
I have nothing to say except to compliment the Minister on acting as he has done, in recognition of the points which were made. The recommendations admirably achieve what was intended. Justice has been well done.
I should also like to thank the Minister for including these provisions.
These recommendations are very welcome at this stage. It is a precedent to be followed in future years. If there are any concessions granted in the estate and death duty fields they should be effective from the day of the budget.
This will be borne in mind.
